1. Executive Summary

Liberia, a proud nation in West Africa, is blessed with a large population of talented and energetic young people. However, limited opportunities, inadequate infrastructure, and insufficient investment in sports development, prevent many of them from realizing their full potential.

As a result, countless dreams fade, and valuable talents are lost.

This proposal seeks to create awareness of and address these challenges by inviting international sports organizations, governments, investors, and philanthropic partners to support the establishment of modern sports academies across Liberia.

2. Problem Statement

Untapped Potential

Across Liberia’s 15 counties, young people possess exceptional abilities in football, athletics, basketball, and other sports.

However:

• There are limited training facilities and structured academies, and
• Talent identification systems are weak or nonexistent.

Many young people become discouraged and abandon their dreams. Some are drawn into negative activities due to a lack of constructive opportunities to use their energy, talents and skills.

Without strategic intervention, Liberia risks losing a talented generation who could represent the nation on the global stage.

3. Proposed Solution

We propose the development of regional sports academies, starting with pilot locations in:

• Montserrado County
• Nimba County
• Bong County

Each academy will include:

• Standard football pitch and training grounds
• Athletics track and fitness facilities
• Indoor courts (basketball, volleyball)
• Classrooms for education and life skills training
• Optional accommodation facilities for student-athletes

4. Project Implementation Plan

Phase 1: Pilot Development (Year 1)

• Establish 1–2 academies
• Recruit initial cohort of athletes
• Set up training programs and management structure

Phase 2: Expansion (Years 2–3)

• Expand to additional counties
• Build partnerships with international clubs and organizations

Phase 3: Scale & Commercialization (Years 3–5)

• Nationwide rollout

Any additional revenue generated (including player transfers and commercial activities) will allocate 25% to Liberia until full recovery Investors cash.

12. Athlete Development Structure (NEW ADDITION)

To ensure nationwide inclusion and equal opportunity, the academy system will adopt a district-based talent identification model:

• Liberia has approximately 73 districts
• Each district will select 2 talented players annually
• Total players recruited per year: 73 Districts × 2 Players = 146 Players Per Year
